meant that import order mattered and confusing bugs could arise.

Adds validation for the `CURRICULUM_LOCALE`
environment variable in the same way the
`CLIENT_LOCALE` value is validated.

They should be handled either by nginx or by the client. Turned out a
lot of code, including the path migration, existed to support them.
