Refactorized alert plugin

* closes #2416
* `msg_curse` calls `loop_over_alert`
* `loop_over_alert` loops each alert with:

    1. `add_new_line`
    2. `add_start_time`
    3. `add_duration`
    4. `add_infos`
    5. `add_min_mean_max`
    6. `add_top_proc`
